The dilemma the passage was talking about, is the that they are talking about limiting snowmobiles. Limiting snowmobiles could cause less population, which would be pretty good, but doing that would cause the visitors angry because they may miss one that leaders before they can get there.  But, they could be limiting snowmobiles so they could have more time to get a newer version of a snowmobile that works better. Plus, people would get tired walking in snowshoes instead of driving snowmobiles. Also, snowmobiles could be fun. But if they took them away, it will take longer to get around and harder to have fun. Also, YellowStone needs a VR Room. Because it will get chilly without a hot room. You could get frostbite if your outside long enough ! !  So that would be nice. So, YellowStone, please get a VR room ! And don’t limit snowmobiles !
